This is correct, but they had no idea the imbalance between plan assets and obligations would become untenable.

I don't believe I did, but it wouldn't matter. The point is the he program is broke and it will not be able to recover without breaking the original social contract.

One other point is your quote from the SSA website is what they are saying NOW. It was not sold by FDR on that basis.
