Just as prestigue buildings presage a top of the market, many large construction projects are built during serious downturns in the economy simply because costs are lower.

These lower prices since 2008 have produced one of the largest building booms in Los Angeles of both apartments and commercial buildings. The REITs building these projects can affords years of vacancy after building is complete.

Those who build near the peak of a cycle tend to be smaller builders who can't obtain financing until the economy is too hot and money is easy to get - and many of these builders later lose their projects.
