Having more infrastructure than they can afford to maintain might be a big problem for some local jurisdictions, but I think a bigger problem driving cities, towns, and counties toward bankruptcy is pension obligations.

Its also a "benefit now, pay much more later" situation. You don't pay quite as much for the employees now (although some local government employees get pretty high salaries as well), you promise them a very solid (and expensive to provide) retirement package, which doesn't have to get paid until after you leave office, and which you can probably claim yourself so "its all good" <g> or really :-(
