Seems like a natural for one of Elon Musk's Hyper Loops.... provided there was a commercial reason for it... and provided it could accommodate substantial freight. I would imagine there are substantial untapped resources in Russia. Technically it would seem that the US and Russia should get along... both northern hemisphere land masses governed by similar looking folks... Cultures and history (especially government history) quite different though... However, in the best of all possible worlds it might seem that that business, profit, and hopefully rising living standards might overcome some of that... A Lot of bright people there... and they certainly can build weapons. I know attempts have been made at this.
