What is government doing with that surplus from fuel taxes? That is where I'd be looking at for some clue. US infrastucture could use an improvement. Bud Schuster has a highway outside of Altoona named for him and he is the chairman on the US Representatives for highways. Other than that I don't have much to say on asphalt. Definitely there are others that engage in it and it's not something that I follow (suppose I should now). Wouldn't know where to look.

However, let's revisit the price of crude oil, which hit $17 this morning on Feb contracts. Generally, chemicals and integrators do well when the feedstock price falls. (Airlines too). So in that regard, AIPN has some advantage in that the price of heavy crude will be very cheap (the lower the gravity of oil the lower the price, Bloomberg has a world price of various crudes on its website.) That helps lessen the flow of cash out and maximises profits if there is a strong demand for asphalt.

As to the stock price; I would expect the shorts to get squeezed around this time of year. You have in flows into mutual funds picking up and the such. So I would expect a pop in AIPN over the next few days. Compound that with eventually there should be some news about Wavetechs analyst and/or JV. I defer price action to the stock experts, as I've never been good at picking tops or bottoms.
