Teledesic doesn't have to communicate with each mobile phone user. There are lots of wireless carriers who would love to use a less expensive wireless backbone with T1 capacity. These carriers would communicate between cell sites using Teledesic. Wireless communication within the cells would occur as usual. If Teledesic works, many things will change.
