Teledesic doesn't have to communicate with each mobile phone user. There are lots of wireless carriers who would love to use a less expensive wireless backbone with T1 capacity. These carriers would communicate between cell sites using Teledesic. Wireless communication within the cells would occur as usual.

If Teledesic works, many things will change.

I hardly doubt, this is not within the realm of their business plan, as it is and will be the most lucurative market.
Call me a "visionairy" as I can not imagine this is not in their long term plans.
