I wouldn't rule it out, of course. But it certainly need not have been. And it is not beyond the CIA to lie about it to protect the fact that some idiot in charge of a political party didn't have the good sense to use a real password on his gmail account. It would be very embarrassing for that kind utterly incompetence to be outed.
