"The party in cities who run the town run the ballot boxes" !!! That, IMO, is just asking for trouble. If ballot boxes are involved they should be sealed prior to the election. After the election, when the seals are broken, the representatives from those parties who contested the election, should be present and ensure that the vote count is handled properly without any "misappropriation". Maybe a visit needs to be taken to the United Kingdom and observe how they go about it ....
