So ACA got about 7% of the uninsured to get insurance, the demographics of which I have never seen. My guess is that 7% are people who were self-insured, or students, or others who chose not to have insurance who are now forced to buy a policy whether they like it or not. The remaining 8% are probably the remaining structurally uninsured who are between jobs, in the donut hole between ACA and Medicaid, are outside the system in some manner, or just don't give a damn and would rather pay the penalty.
