Trump has publicly stated he would want to keep the protections for pre-existing conditions in whatever replaces ACA. Unfortunately, Paul Ryan does not agree. Ryan wants to bring back high-risk pools which they thought worked well and probably no one can convince him otherwise.

You can do away with ACA and still deal with preexisting conditions, and they will do that. Private insurers have no issue dealing with preexisting conditions. But you cannot just require carriers to take sick patients without them being appropriately compensated for it. As long as you find a way to deal with it, it shouldn't be a problem.

There are several approaches to the problem that will solve it.
