The reverse is what needs to happen: If pre-existing condition clauses are banned, then there should be a single risk pool. A big part of the problem with the ACA is that too many high risk people were dumped into one relatively small pool, the individual market, when they should have been averaged across the entire insured market. Only a few pundits seem to have finally woken up to this.

Actually, high risk pools were managed differently in just about every state, and you cannot generalize about it. It may be necessary to subsidize the risk pools for sick people. These are things that have to be worked out. But there are pretty straightforward approaches to it if you get Dems & Reps involved.
