You are talking about the government as a structural employer of last resort. That doesn't make much sense. What does make sense is a cyclic employer of last resort. That is what the WPA and CCC did.

If you want to deal with structural unemployment due to automation, I don't think government employment is the solution. Change society and "ownership" instead.

When the feds offered states money for EMS if they wrote a comprehensive state EMS plan under PL-93-154, they had an outline of 15 components of a comprehensive EMS system. But that outline took years to develop.

My point is that knowing we needed a comprehensive EMS plan was the whole story. The rest were details. Sort of like building a dam or a road.

I am saying we need to rearrange our society to mitigate the loss of jobs to robotizationa and globalization. The thesis is knowing what needs to be done for a good society.

We need a redistribution of wealth and have needed it for 40 years since Reagan cut taxes on the rich and raised taxes on middle class and poor i.e. taxes on SS. Since our tax system changed to become more regressive. It needs to be much more progressive.

We need liberal ideas, not more right wing ideas that only help the plutocrats.

You are asking for a national plan mitigating the effects of robotization with income redistribution, with goals, objectives, and methodology.

No, I'm not. That's way,way too broad. Just a general sketch of a potential program that provides a universal entitlement to federal employment, aka government as employer of last resort.
