I don't think its a conspiracy, but I do think there is bias.

The largest bias in land temperatures by far is the Time of Observation Bias. Other adjustments are small.

Most of the adjustments are not for mistakes (which may indeed average out) but for methods such as TOBS, station moves and instrument changes.
