Not necessarily... But for BB stocks that seems to be their destiny until financials are filed and Mmkrs feel comfortable enough to resume making a market. GRNO has spent 7 months defending themselves and has agreed to settle with the SEC with no punitive financial measures. Now we are mainly awaiting a consumation of a contract order for their processor or some other noteworthy news that will entice Mmkrs to return. 15c2-11 is very strict in determining when and how mmkrs can return to making a market. Once the SEC is convinced to begin an investigation, they will tear through the entire history of the company under present management in order to ensure that the company is in full compliance.
