IWM looks toppy but the sideways action has removed the highly overbought conditions from a couple months ago. IWM sold off to an extreme during the late 2015, early 2016 plunge as seen in the lower chart. I'd say that it's indecision for the most part. Could resolve in either direction. A 50% gain in one year is a lot, even if it is off a substantial low. I think that's why it's been in a holding pattern....
