Thank you Horgad, the issue of H1B visa enabled many talented people to come to he US and integrate positively in the society.

From my personal experience in most cases those people try harder to prove themselves, so there is a marginal benefit.

My room mate at Hebrew University of Jerusalem (HUJ) is Professor of computer science at Columbia University NYC, his wife also a Professor at Cornell, another friend from (HUJ) a Professor of Biology at Memorial Sloan Kettering Cancer Center in NYC.

They arrived to the US after finishing their master degree at HUJ and continued their doctoral studies in the US.

It may be that my experience is an exception, and I am sure this not the rule, and many arrivals are not exactly completely integrating within the American society or evolving as law abiding citizens, therefore generalizations are not appropriate.
