I had not been thinking about that but he has already said he is interested in proliferation. Other than Obama, past presidents have kept military options on the table.

Jimmy Carter did NOTHING on proliferation after using it as a key element of his campaign. It took Reagan, who understood how to wield power to end, for the time, proliferation.
