SAN FRANCISCO—California on Friday released a blueprint for meeting an aggressive climate-change goal: a 40% reduction in greenhouse gases by 2030, compared with 1990 levels.

Venezuela is good for polo ponies and beef. Rush Limbaugh says they have good servants but that was before his illegal maid refused to take the drug bust for him. So I dunno.
