Both were enacted without input from Congressional Republicans.. you can attempt to rewrite history, but I can guarantee you some of us were watching closely. It was only after Republicans were frozen out of these processes that they became unwilling to be steamrolled any further. After two years of it the public reacted violently to Democrats and handed them a "shellacking". So, you can provide your account of it but it really doesn't change th facts in the ground.
