Couldn't get the entire Foreign Affairs article, but from the available portion, it seems to be another example of armchair generalship. It's most unlikely that Russian politicians and generals didn't work out in advance a plan of what to do if Ukraine makes a sudden swing "to the West". This possibility existed for many years, ever since the "Orange Revolution". Apparently, the Russians worried that NATO tanks might be in Ukraine within days.
