Jedi: wrt the RGSs... the San Diego Sheriff's dept. is estimating that between 3pm (PST) and 5am tomorrow, they will arrest 1,200 people -- number does not include local police arrests or CHPs, which they estimate will bring the total to 1,500-1,800... who would be so stupid as to even try to drive legally impaired between those hours??? Anyone who does and gets caught, not only endangered their own lives and the lives of everyone else on the road, it demonstrates a high level of stupidity -- so in this case the RGS is on solid ground, in effect imposing a Stupidity Tax on individuals who despite knowing there's a high likelihood they'll get caught -- such people are too dangerously stupid to be allowed to drive...

Disclaimer: when I was 19, a drunk driver ran me off the road into a telephone poll, killing my best friend who was in the passenger seat (I was driving) and who was home on leave from his Soph. year at the Air Force Academy...
