We have a federal system, in which states have a lot of power and freedom. State governments aren't mere provinces of an empire. You're not even American, what do you know about it?

All regulations of the EPA are equally important.

That's ridiculous. And it's an essentially doctrinal statement. In actuality, some things are more important than other things.
