2010 statistics bottom of recession.

The 2010 figures are for the demographics. The figures for Medicaid are from 2015.

Wages are much lower here than in Texas, comb. Our cost of living is also lower.

I rather doubt if the cost of living is much lower than Texas. Especially outside of the major metroplexes. I will grant you that housing in, say the Plano area and north or the Houston Heights is probably higher than much of Arkansas, but those are sort of special cases.
