George HW Bush was much admired for his time at the CIA for reigning-in a culture which had come to lack an appreciation for common sense.

Just because something can be done, doesn't mean it the it's sensible to do given the likely unintended effects.

Put another way, the CIA was not thinking strategically but merely focused on short-term tactical wins.
