NOAA is only one agency of several which have reported on global warming. There is a remarkable degree of consensus among the various reporting agencies some of which are located in Japan, England and other foreign countries. A temporary pause in surface temperatures during a 10 year period certainly does not disprove warming. Climate is measured in 30 year cycles. Further, 1998 was a high point because of a powerful el NINO. If you measure from one El Nino (1998) to the last El Nino (2016) you see a dramatic increase in warming.
