I suppose you can argue that the survey is wrong, the participants lied, or whatever. No reason to argue with the results of the survey. What is important is what the businesses actually did. At the time the survey was taken, early 2015, the unemployment rate was around 4%. It is now close to 3%. Whatever those business owners thought they were going to do, clearly they didn't. But, don't let facts get in your way. Nice to see your claim that minimum wage is racist. Who came up with that? It is a new one...
