This is nothing like a public health issue, it is an issue of a bunch of CS legislators trying to make points (read: money) with anti-smoking zealots. Bars (as opposed to restaurants which serve alcoholic bevs) are places where people go to be slightly less-than-pristine. Let the proprietor decide the clientele; the state has no business doing so.
