Au contraire! Many people are highly allergic to dog and cat dander and some can go into anaphylactic shock when exposed to such. In layman's terms, this means their air mechanisms quit working and they require emergency intervention.

Everthing can be an allergen to somebody somewhere.

Personally, I love the open European custom of welcoming Fido.

Dogs, to my knowledge, are not a public health threat.

Then why are they banned from American restaurants? Again, it's a question of degree. If you go out to eat once a week, and five people in the restaurant are smoking, what are your chances of contracting lung cancer, heart disease, or emphysema? Negligible.
