It is very arguable. If only because the rate dropped when the anti-poverty programs were implemented. Note that there was a drop from 1959 to 1964 when the War on Poverty programs started. That was because of economic growth. Historically, poverty goes up and down with the economy, in the 1940s and 1950s it ranged between 20% and 30%. But it takes a big dip about 1964 and dropped closer to 10% to 15%. Now when Dubya got elected, poverty started to climb again, reaching 15% and staying there, despite economic growth.
