If the electricity from that facility was generated by hydrocarbons alone, the CO2 emissions would go up by more than 14%, instead of 7%... and the reason it burns natural gas is that it has no storage of energy, the boiler water cools overnight must be reheated, there are a few overcast days in Ca. This is the first of its kind and bugs are being ironed out. Meanwhile, the climate change deniers, who probably go out and kill ducks are pointing out to the handful of birds that get incinerated (which is minuscule compared to the birds killed around sky scraper buildings).
