It applies to everybody; steps are delayed a year for small employers. I think my town will be able to handle it. The going wage is already $15 for marijuana trimmers. When the farm workers in the Valley get to $15, covered by the higher cost of produce paid by consumers around the world, the towns should be OK. The Sierras and the foothills? Haven't a clue.
