Its only 19k if no one lost their job, or had noticeable cut in hours. Also if no one of those 19k was tipped employees, or qualified for the lower federal training wage or full time student/part time worker wage.

Yes its possible that if you flip 19 thousand fair coins they all come up heads but it strains credibility. You don't have have the specific real number to know that almost certainly some people fall under one or more of those categories.
