Not mentioned at all in the article.

Since it had, as a premise, that those 19k were affected by the increase in minimum wage.

It did not make any such claim. The number is mentioned in one sentence only, and all it says is "Labor officials said about 19,000 Kansans were making below the federal minimum wage."

But fine. Pretend its 19k, and I can pretend as well. So what? 19k is a fairly meaningless portion of 2.9 million people in Kansas.
