Americans are big fans of the US Constitution until they want to do something expedient which violates it.

Then in the words of President George W. Bush, "The Constitution is just a god dammed piece of paper!"

A person used to being CEO decides where money should be spent and when, and enacts or revises policies as needed - subject only to the Board, representatives of the company's owners.

Once the former-CEO becomes President of the US, or the head of most governments, they discover the Board has quite a bit more clout. Every time the CEO wants to spend money, and almost every time they want to change a policy they need a majority of the 435 Board members in the House, and a majority of the 100 Board members in the Senate. The CEO's policy changes also need to conform to existing laws.

With this type of government a President Mao cannot institute a "Great Leap Forward" where the educated and wealthy are suddenly sentenced to work in the fields, nor can they exterminate the poor or minorities Mao doesn't like.

Normally a new administration hires some people who've worked in a previous administration, because they learned practical experience in how the government works. Trump compounded his problems by bringing in almost exclusively outsiders who don't know to get things done in government. Worse there appears to be no one in this administration who knows how to draft a legal Executive Order which complies with US laws and the Constitution.

When an out-of-power Party gains office they usually discover to their shock that they're not actually united about most topics.

The Republican Party has elected many "Tea Party" Congressional Representatives who are vehemently opposed to infrastructure spending and want to cut military pensions, the VA, and cut Medicare and Social Security for Seniors.

No doubt many people supported the Tea Party which was created and funded by the Koch brothers, not realizing this is what they were supporting. How many older Americans really went to Tea Party rallies demanding that their retirement benefits be eliminated?

Trump attracted a lot of voters who liked what he promised:

1.) Maintain Medicare, Social Security, military pensions, and the VA;

2.) Replace ObamaCare with something less costly and better which offers more choice;

3.) Implement infrastructure spending to make America great again and review trade agreements.

The problem is there's virtually nothing on this list of three items that Republican Tea Party Congress members agree with. The Republicans may be "in power" but they're really three different Republican Parties with three different conflicting agendas, along with a Democratic Party or two.

Trump and Congress agree they want to cut taxes on major corporations. But most Trump supporters don't want these taxes cut at the expense of their retirement benefits.

Trump supporters also don't want major corporations getting every tax cut they desire while they continue to outsource jobs and stop infrastructure spending.

If there's no compromise between the three Republican Parties in a coalition with parts of the Democratic Party absolutely nothing will happen.

Trump's opponents in Congress will crow that Trump is a "do nothing President" conveniently failing to mention that they're the reason he's doing very little. A guy like Mitch McConnell did this with Obama and he's doing it again with Trump.

Since Trump was inaugurated, nearly 70 people have illegally crossed into Canada from the United States to apply for refugee status

In order to gain refugee status in Canada, they need to illegally cross the border - not show up to official checkpoints.

This flow of refugees from America has been putting a strain on rural towns along the border, which have been dealing with an influx of illegal immigrants. In Manitoba, a center that had been set up to help these border crossers was full as of Sunday. Another popular crossing point has been the town of Hemmingford, in Quebec, just over the border from New York.

Last week, Canadian Prime Minister Justin Trudeau admitted that he was 'very concerned' with the amount of refugees crossing into rural areas.

Trudeau said Canada may try allowing these people to apply for refugee status at official borders rather than requiring them to cross the border illegally.

Canadian police must inform illegal immigrants that they will be arrested before crossing over. But immigrants are only briefly handcuffed so they can be taken to a station to declare themselves refugees.

China remains the biggest manufacturer on the planet, but most of what it makes stays at home and the vast majority of what it consumes is made there, too.

These twin facts could confound any Donald Trump-led trade assault, according to Diana Choyleva, London-based chief economist at Enodo Economics.

Of course, China remains deeply knitted into the global supply chain. "But the bulk of the value added is actually destined for China’s domestic market rather than abroad," Choyleva wrote in a recent note.

In fact, in 2011 less than a quarter of total domestic valued added by China's manufacturing sector was bound for foreign markets, down by 5 percentage points since 2008, according to the most recent data available from the Organization for Economic Cooperation and Development. To be sure, some sectors still rely heavily on foreign demand, including electronics, textiles and apparel. But most don't.



Meanwhile, foreign content in China-produced goods now only makes up 10 percent of final consumption in China. So while the U.S. could reduce its Chinese imports via protectionism, it is unlikely to export more to China unless it focuses on services, Choyleva said.

Beijing also hopes to produce more of the components it needs to make final products, whether for the home market or overseas.

Choyleva points out that under the new "Made in China 2025" program, the goal is to raise the domestic content of core components and materials to 40 percent by 2020 and 70 percent by 2025. "Beijing wants to transform 'Made in China' to 'Made by China' with the purpose of reducing its vulnerability to a disruption of global supply chains," she wrote.
