Justin Trudeau made an agreement with the US that Canada will take refugees which the US would otherwise deport, but they currently have to cross the border illegally. - thestar.com

Trudeau will likely change that to accept refugees from America at legal border crossings - which would be far more convenient for the refugees and for Canada.

When the two held their joint press conference this agreement certainly seemed galling to Trump.
