Prior to WW-2 the UK sent a tremendous amount of their capital to India to build India's infrastructure - only to have to walk away from it all when India became independent.

This was just as devastating as WW-2 to their economy and they were no longer a wealthy empire with lots of "little pink bits" all around the globe.

US plays this game in reverse - with others around the wotld throwing their capital into the US to invest. They're leaving those rail and road investments in Africa to others like China - as you know all too well.
