Nightwriter: You would have to look at the fine print of the LMDS auction rules to determine if RBOCs can have a minority stake in companies bidding for LMDS licenses in their home area. I tend to suspect this scheme would be viewed with great suspicion by the FCC. However, for LMDS licenses outside the NYNEX/Bell Atlantic service area, the kind of alliance you describe would work very well-- in fact Bell Atlantic looked carefully at video on demand before stopping its efforts in this area one or 2 years ago.
