AUSTIN — The law office of Texas state Sen. Carlos Uresti, D-San Antonio, was raided by FBI and IRS agents early Thursday morning.

"I can confirm the FBI and IRS are lawfully present and conducting a lawful law enforcement activity," FBI spokeswoman Michelle Lee told the San Antonio Express-News. She added that Uresti had not been arrested.

The agents, who arrived Thursday before 8 a.m., were reportedly collecting documents and other unnamed items from the Uresti Law Firm offices.

Sources told the Express-News that the senator hadn't been on-site since the raid began but that his son, Carlos Uresti Jr., had been there.

"Today FBI agents are in my office, reviewing our documents as part of their broad investigation of the FourWinds matter. I have instructed my staff to fully cooperate with the federal investigators," Uresti said Thursday in a prepared statement. "I will help them in whatever way I can."



He confirmed that he was not in San Antonio during the raid, but at the Capitol for his work on the budget as part of the Senate Finance Committee and working on foster care reform for the Health and Human Services Committee. "Likewise, I continue to work diligently to solve problems on the Veteran Affairs and Border Security Committees," he said.

"As always, I remain committed to serve my constituents," he added.

Texas GOP Chairman Tom Mechler released a prepared statement on Thursday afternoon stating the raid "proves once again that there is an unprecedented amount of corruption among Texas Democrats." Mechler called the San Antonio senator "crooked," and compared Uresti to the likes of Rep. Ron Reynolds, D-Missouri City, who was sentenced to a year in prison for ambulance chasing, and Rep. Dawnna Dukes, D-Austin, who was recently indicted on 13 felony counts of tampering with governmental records and two misdemeanor counts of abuse of official capacity.

"The cascade of these issues prove that Texas Democrats only care about power, as opposed to the constituents they're supposed to be representing," Mechler said in the prepared statement. "I'd be quite nervous about the quality of candidates the Texas Democrats intend to field in 2018 right about now if I were them."

The raid is focused on Uresti's involvement with the now-bankrupt FourWinds LLC, a San Antonio oil company that traded frac sand, a material used in the hydraulic fracturing production of oil. The company was accused of defrauding investors and declared bankruptcy in 2015.

Uresti wore many hats at the company, serving as general counsel for the fourth quarter of 2014. He also provided other legal services and helped garner investor interest. He had a 1 percent ownership interest, although he denies receiving the stock certificates.

The former CEO of the defunct company, Stan Bates, allegedly used investors' money for lavish personal expenses including exotic cars, according to an August investigation by the Express-News. Three former FourWinds employees, including the head of business development and the marketing director, have pleaded guilty to felony charges but have not been sentenced.

As vice chairman of the Health and Human Services committee, Uresti has been vocal during the Texas legislative session about the state's failing foster care system. He made headlines earlier this week after he failed to report an almost $10,000 campaign contribution, according to a Texas Tribune investigation. In addition to his law practice, Uresti listed himself as a managing partner at 2D Technologies LLC, according to his personal financial statement.
