Kelly told reporters today at the Mexican Foreign Ministry. With Secretary of State Rex Tillerson standing beside him Kelly added, "There will be no use of military force in immigration ." Yet earlier today , a man named Donald Trump lauded Kelly’s efforts along the border calling ongoing operations “a military operation ”. Trump also repeated his promise to "immediately deport 3 million undocumented immigrants to Mexico ." The question is which man is lying. Is Donald Trump the liar, or his Secretary of Homeland Security? Mexican Foreign Minister Luis Videgaray responded to Trump's proposal to violate international law by deporting anyone in the US illegally to Mexico , regardless of the fact most are not citizens of Mexico. Videgaray said it's “a legal impossibility ” for Mexico to accept “unilateral” decisions imposed by another government. Videgaray added, “There are public and notorious differences between Mexico and the United States which remain and we will have to work to arrive at agreements that will be in the interest of Mexico and Mexicans. ” The newspaper "La Jornada " published remarks Videgaray made to Mexican legislators saying, “We are here preparing for a battle that is going to be long. This is not going to be resolved in three days. You know as well as I that we are not going to change Donald Trump’s way of thinking, we are not going to convince him, and he is going to continue being president for a long time. But we have to recognize that, yes, we have strategic advantages and strengths in this process of dialogue and eventual negotiation. Time has been wearing down President Donald Trump. He has had missteps that are placing him against the weight of reality. ” Videgaray later told legislators "Trump is recognizing the US President is not omnipotent ." In response to questions Videgaray told legislators Mexico is prepared to levy steep import tariffs on American goods and services should Trump decide to impose any import tax on imports from Mexico. In a later press conference Canadian PM Justin Trudeau told reporters, "Canada has no intention of throwing Mexico under the bus, our NAFTA agreement with Mexico will remain in place regardless of what the US decides to do ."
