The benefits of these discounts from both sides seem like they have many chain reacting benefits, of which only some might be fully aware. On the other hand, maybe a very few large companies feel more at ease on their own, and take the discount without caring about an incentive. If so they could pass by the last barrier to y2k contract public exposure? (the others may be: alliance tenuosity, Jenkins, Lilios, Tpro lawyers?)
