That has been the case in every repeal plan I have seen so far from the R's. They want to provide a tax credit without regard to income, so a millionaire will be able to get a check to help pay for health insurance, while the poor will get smaller subsidies, and will be hit much harder. But don't worry, as I posted on another thread, the poor will be able to stock their HSA's with thousands of dollars to make up for the shortfall. Should be a powerful argument for the democrats if they play their cards correctly. Just have a town hall where the audience can ask a R why he/she is giving assistance to a millionaire buying insurance while cutting assistance to someone making 30k...
