Does the "may" refer to the fact that the "LENGTH OF THIS INVESTIGATION IS SUSPICIOUS" is due to the NASD turning it over to the SEC ... or does the "may" refer to the potential turnover of the investigation to the SEC, in which case there is no doubt cast upon the length of the investigation ???

Methinks there are enough variations and interpretations of this particular snippet that additional disclaimers are warranted. Wait ... even more than warranted ... I say necessary (if we are to follow the recently formed rules of this thread).

Say, did you ever see anybody using a clothes pin and a playing card as a noisemaker on the spokes of their bicycle? Makes a terrific racket, doesn't it? Lotta' noise. Irritating, actually. Kinda' reminds me of ... something.
