The Obama Administration laid out this evidence and offered President Xi Jinping the opportunity to sign a mutual extradition treaty to prosecute those who use cyber-hacking to obtain intellectual property. America generously offered to demonstrate how easily China's infrastructure could be turned against itself if Xi thought protecting IP were not important.

Of course cyber hacking of each others State secrets is still permitted because knowing about each other adds to global security.

President Xi promptly flew to the White House to to enjoy the double-happiness of signing the cyber hacking extradition treaty, which ended IP theft by PLA 61398. Progress is achieved through understanding.
