So you're officially denying Henry's Law applies to the ocean.

All of the oceans of the world are still uptaking CO2 from the atmosphere net net. All of the world's oceans are uptaking and degassing CO2 from time to time.

..... when water from the deep ocean comes up to the surface through upwelling, the temperature is higher and the pressure is lower - so the surface waters release some of this dissolved carbon to the atmosphere as carbon dioxide.

There is a carbon cycle, though over long periods of time much carbon has been locked up as fossil fuels and calcium carbonate minerals. This is somewhat offset by volcanic eruptions.
