The rich and their ability to enact welfare for themselves prevent poor people from acquiring any wealth.

Poor people pay rent, which the rich people use to pay all the expenses, taxes and interest incurred by the rental property.

The rich people, after using the rent they have collected from poor people to pay these expenses, deduct all the expenses and interest paid on the property.

Poor people pay the rich people's expenses, rich people get the deduction.

Rich people's rental property appreciates in value, making them even richer.

As rental property appreciates in value, rich people raise the rent, charging poor people even more.

It's a downward spiral for poor people, legislated by rich people to favor themselves.

The obvious answer is that rich people don't have to take money back from poor people because they have been so successful in keeping them from getting the money in the first place.
