There is the fact that the ACA was enacted with few knowing "what was in it."

There's a natural problem with putting parts of a system in the bill and other parts elsewhere because you're trying to run the bill through a process that won't allow it to be comprehensive. It makes it damn impossible to evaluate competently. That's a real shame. Even worse than the last round. With Obamacare we had a complete package, after the fact, but still complete. With this, I wonder if anyone will ever put all the pieces together into a coherent and comprehensive description.
