Also medical malpractice (the judiciary is one of the three branches of the government, and the laws that the lawsuits operate under are passed by the legislature, true a lot of the problem is the legal culture, which isn't a purely government thing but its connected to government), tons of government regulation of all types and on all levels, historical regulation like wage controls during WWII which are not in effect anymore but helped kick off the situation where in the US a lot of insurance comes from employers, etc.
