To be "offered drugs", as in for free, you'll need to hang around rather wealthy friends. As you've said yourself, there are many people offering you drugs all the time where you live, but they're offering them only in exchange for cash. About 20% of the population have addictive personalities. If you were so inclined, I suspect you could even make your own drugs avoiding any need to reach out to the market.
