Could easily be both.

or offering their own ideas for bringing down costs, bringing more insurers into the program, and bringing more healthy younger uninsured into the program.

I have often heard it said that the D's see flaws that they want to fix. I haven't seen specifics. Might be interesting and useful to know what they are.

It seems to me that the default is now Obamacare and any change requires strong justification that warrants charging once more into the breach and incur further uncertainty and disruption. I have not yet seen that case made, not in this first piece of the puzzle.
