The economic argument for tax cuts for lower and middle income and NO tax cuts for the wealthy who do not need them is the lower and middle class will pretty much spend that money. It will immediately go back into the economy, so it is an immediate stimulus... whereas tax cuts for the wealthy will just go into their bank account for trust fund brats.
